President

Candice was raised in Carroll County. She started working for Farmers and Merchants Bank in 2011 as a Part-Time Teller, 10 years later She has worked up to becoming Assistant Vice President/Branch Manager for the Greenmount Location.

Candice enjoys providing exceptional Customer Service to the community. Newly engaged to a local Farmer, Randy, she is planning a Winter Christmas wedding in December 2023. Candice has a daughter, Hannah, a high school student at Manchester Valley High.

In her down time, Candice enjoys photography, cooking, and spending time making memories with family.

MAT TIAHRT

Board Member

Mat Tiahrt is past President for NCBA serving as President for two years (2021-2022). He is also President of the Hampstead Lions Club serving his first year in that role. Prior to that he was their Vice President and Secretary.

Mat is a financial advisor with Edward Jones in Hampstead. He has been with the firm for 18 years. He served in leadership with Edward Jones as growth leader and as regional client consultation group leader.

He is also a member of Sandy Mount United Methodist Church and is a board member for the Carroll County Academy of Finance, a group that helps high school students interested in finance or accounting.

Mat lives in Westminster on the 25-acre Great Day in the Morning Farm. He has four pigs, two goats, six chickens and two ducks. He is married to wife Tracy and his daughter Lottie attends the University of Maryland College Park and is majoring in international business.

Carol started her association with Carroll County as a freshman at Western Maryland College (now known as McDaniel College). After graduating with a BS in education/physical education, she remained an extra year to get her Masters in Education.

Upon receiving her Masters, she spent 10 years teaching and coaching at UMBC. Then onto other things trying a number of business ventures.

36 years ago she returned to Carroll County working with her husband in his business and settling into a log home in Manchester. Fifteen years ago she decided to try real estate and found the perfect match.

She loves working with people of all ages and dreams to sell their current home and/or find their perfect home. Carol was an active member of the Manchester Merchants Association and helped to revive it as the North Carroll Business Alliance. In addition to her business activities, she loves the outdoors, especially walks with her dog Remo; visits with family; or relaxing with a great book.

DAVID BISHOP

David is the owner of Technolegs, an Owings Mills based Web Design and Social Media firm. Since 1994, they have created hundreds of sites for businesses all over the world and helped them grow and prosper through Social Media Marketing.

David is married to his college sweetheart, Tracey, and has a son, Daniel and a daughter-in-law, Ashley. In his spare time, David enjoys travelling, painting, and attending live entertainment events.

A recent (2021) transplant to the area, David has quickly embraced the cultural and business environment of Carroll County.

CHRISTOPHER TOMLINSON

Board Member

Christopher Tomlinson has served in Governor Larry Hogan’s administration since 2017, where he works in procurement managing the Maryland Transit Administration’s (MTA) Contract Division.

From 2017-2021, Christopher wrote for the Carroll County Times and Baltimore Sun, where he covered state and local politics as a bi-weekly opinion columnist.

Christopher is active in the community serving as the President of the Lineboro-Manchester Lions Club and as an appointed commissioner on Carroll County Historic Preservation Commission.

Christopher is very active in politics in Carroll County and across the state. Since 2017, he has served as an elected member of the Carroll County Republican Central Committee. In 2020, he was elected the Third Vice Chairman of the Maryland Republican Party. In addition, he manages the Carroll Republican Victory PAC.
